ਸਿਵਲ ਲਾਈਨਜ਼ ਨਾਵਲ ਨਿਰੋਲ ਸ਼ਹਿਰੀ ਹੋਣ ਨਾਲ ਅੱਪਰ-ਮਿਡਲ ਕਲਾਸ ਦੀ ਵਧੇਰੇ ਕਰਕੇ ਤਰਜਮਾਨੀ ਕਰਦਾ ਹੈ। ਮੈਂ ਇਸ ਜਮਾਤ ਦੀ ਲਿੱਸੀ, ਪੇਤਲੀ, ਓਪਰੀ, ਗੰਦੀ, ਬਨਾਉਟੀ ਤੇ ਦਿਨੋ ਦਿਨ ਆਰਥਿਕ ਤੌਰ ’ਤੇ ਵੀ ਨਿੱਘਰਦੀ ਜਾ ਰਹੀ ਜ਼ਿੰਦਗੀ ਨੂੰ ਉਲੀਕਿਆ ਹੈ। ਮੈਂ ਇਸ ਜਮਾਤ ਬਾਰੇ ਬਹੁਤਾ ਕੁੱਝ ਲਿਖਣ ਦੇ ਹੱਕ ਵਿਚ ਨਹੀਂ, ਕਿਉਂਕਿ ਹੀਜੜੇ ਪਾਤਰਾਂ ਤੋਂ ਨਰੋਏ ਸਮਾਜ ਦੀ ਉਸਾਰੀ ਲਈ, ਜੱਦੋ-ਜਹਿਦ ਦੀ ਆਸ ਰੱਖਣੀ ਬੁਨਿਆਦੀ ਤੌਰ ’ਤੇ ਗਲਤ ਹੈ।
ਜਸਵੰਤ ਸਿੰਘ ਕਾਨਵਲ ਦਾ ਨਾਵਲ "ਸਿਵਲ ਲਾਈਨਜ਼" ਇੱਕ ਆਧੁਨਿਕ ਪੰਜਾਬੀ ਸਮਾਜ ਦੀ ਸਮੀਕਰਤੀ ਹੈ, ਜੋ ਨਵੀਂ ਨਗਰੀਕਤਾ, ਸਿਆਸੀ ਅਸਥਿਰਤਾ ਅਤੇ ਆਧੁਨਿਕਤਾ ਦੀਆਂ ਉਲਝਣਾਂ ਨੂੰ ਉਜਾਗਰ ਕਰਦਾ ਹੈ। ਇਹ ਨਾਵਲ "ਸਿਵਲ ਲਾਈਨਜ਼" ਦੇ ਨਾਂ 'ਚ ਹੀ ਉਸ ਨਵੇਂ ਸ਼ਹਿਰੀ ਵਰਗ ਦਾ ਇਸ਼ਾਰਾ ਕਰਦਾ ਹੈ ਜੋ ਅੰਗਰੇਜ਼ੀ ਰਾਜ ਤੋਂ ਬਾਅਦ ਪੈਦਾ ਹੋਇਆ ਅਤੇ ਜਿਸ ਨੇ ਸਮਾਜਿਕ ਸੰਘਰਸ਼ ਦੀ ਨਵੀਂ ਲਕੀਰਾਂ ਖਿੱਚੀਆਂ।
ਕਾਨਵਲ ਨੇ ਇਸ ਨਾਵਲ ਵਿੱਚ ਵਿਅਕਤੀ ਅਤੇ ਸਮਾਜ ਦਰਮਿਆਨ ਤਣਾਅ, ਆਮ ਆਦਮੀ ਦੀ ਅਸਹਾਇਤਾ ਅਤੇ ਕਰਪਟ ਪ੍ਰਸ਼ਾਸਨਕ ਢਾਂਚੇ ਨੂੰ ਸੰਵੇਦਨਸ਼ੀਲ ਰੂਪ ਵਿੱਚ ਚਿੱਤਰਿਤ ਕੀਤਾ ਹੈ। ਨਾਵਲ ਦੇ ਕੇਂਦਰੀ ਪਾਤਰ ਆਪਣੇ ਵਿਅਕਤੀਗਤ ਆਦਰਸ਼ਾਂ ਅਤੇ ਸਮਾਜਿਕ ਸੱਚਾਈਆਂ ਵਿਚਕਾਰ ਪਸੇ ਪੈਂਦੇ ਦਿੱਖਾਈ ਦਿੰਦੇ ਹਨ। ਉਹ ਪੂਰੀ ਕੋਸ਼ਿਸ਼ ਕਰਦੇ ਹਨ ਕਿ ਸਚ ਦੇ ਪਾਸੇ ਰਹਿਣ, ਪਰ ਹਕੀਕਤ ਦੀਆਂ ਚੋਟਾਂ ਉਨ੍ਹਾਂ ਦੀਆਂ ਆਸਾਵਾਂ ਨੂੰ ਤੋੜ ਦਿੰਦੀਆਂ ਹਨ।
"ਸਿਵਲ ਲਾਈਨਜ਼" ਰੂਪਕਾਤਮਕ ਤੌਰ 'ਤੇ ਉਸ ਇਲਾਕੇ ਦੀ ਗੱਲ ਕਰਦਾ ਹੈ ਜੋ ਇਕ ਪਾਸੇ ਆਰਾਮ, ਸ਼੍ਰੇਣੀਕ ਭੇਦ ਅਤੇ ਨਕਲੀ ਸ਼ਰਾਫਤ ਨਾਲ ਭਰਿਆ ਹੋਇਆ ਹੈ, ਤੇ ਦੂਜੇ ਪਾਸੇ ਆਮ ਲੋਕਾਂ ਦੀ ਜ਼ਿੰਦਗੀ ਨਾਲ ਬੇਇਨਸਾਫੀ, ਅਣਸੁਣੇ ਦਰਦ ਅਤੇ ਮਾਨਸਿਕ ਵਿਰਸੇ ਦੀ ਟੂਟ-ਫੂਟ।
"Civil Lines" by Jaswant Singh Kanwal is a deeply reflective novel that captures the moral decay, political instability, and shifting urban values of postcolonial Punjabi society. The very title "Civil Lines" evokes the imagery of colonial legacies and a modern elite emerging from the ruins of the British Raj, increasingly detached from the grassroots reality.
The novel brings out the contradictions between individual ideals and societal pressures. Kanwal portrays a society where corruption, classism, and political opportunism have seeped into every layer. The protagonists are torn between standing up for truth and surviving within the system, often forced to compromise or collapse under the weight of disillusionment.
Through "Civil Lines", Kanwal critiques the rise of a superficial, privileged class that resides in literal and metaphorical civil lines—comfortably fenced away from the harsh lives of common people. The novel is an indictment of urban hypocrisy and a call to introspect about the cost of so-called progress.
